WORK PLAN
The tasks foreseen for the development of the project throughout the 30 months foreseen have been articulated in six work packages:
  1. Objectives and Approach. The objective of this work package is to ensure that the project deliverables and processes are delivered on time, within budget and to the quality stipulated by the EC. This work package is also essential for project data management, coordination with external stakeholders and will ensure project quality control and risk management. Under the leadership of the Social Rights and Welfare Department, all partners will play a key role in all phases of this work package, not only providing inputs but also leading specific tasks.
  2. Situation analysis and intervention design. The objective of this work package is threefold:
    • To obtain detailed information on the territorial context in which the intervention will be developed, including the needs of the beneficiaries, the existing resources and the actors that are part of the system. This information will be the basis for the rest of the project activities.

    • Design a new intervention method that responds to the needs detected and incorporates the lessons learned from previous projects, based on the cooperation and coordination of various actors and stakeholders, led by public employment services and community social services.
  3. Pilots. The objective of this work package is to fully test the intervention model designed in the previous work package to prove its appropriateness and effectiveness. This will involve experimentation with a group of 500 beneficiaries and their families.
  4. Monitoring and evaluation. This work package aims to address the monitoring (internal process) and evaluation (external) of the project. This will require a two-fold evaluation dimension to be taken into account: the process itself and the associated outcomes/impact. The impact evaluation will analyze the results of xEITU on individuals (beneficiaries and their families) and institutions. The evaluation will focus on analyzing the outcomes, effectiveness, impact and efficiency of the program through an experimental methodology based on the use of counterfactuals to determine impact and thus measure how much of the outcomes are attributable to participation in xEITU.
  5. Transfer and scaling up. It includes all the necessary actions so that the model can be scaled up in Asturias and transferred to other territorial areas, mainly in Spain, according to the scientific evidence obtained as a result of its implementation through the development of the pilot and its evaluation. The transferability activities will be carried out at three levels:
    • Implementation of the political reform in the Asturias region.
    • Reflection on a potential policy reform at the national level driven by the Central Government and with the support and bilateral cooperation between Autonomous Communities in the context of the implementation of the IMV.
    • At European level, through the analysis of similar solutions to common challenges based on lessons learned from XEITU.
  6. Communication, dissemination and facilitating actions. The xEITU project aims to provide scientific evidence on an integrated model approach for active inclusion, in order to lead to policy reforms and to be scaled to other settings at national and European level, which can be applied in rural and urban population centers, and offers the possibility of adaptation to different policy organizations with competence. To this end, a comprehensive communication and dissemination strategy will be developed both in Spain and in Europe. This work package is, therefore, fundamental, since it allows the information, communication and dissemination of the actions carried out and the results and evidence obtained. Thus, the objective of this work package includes an effective communication plan, the design of the image and dissemination materials, including dissemination through ICTs, the participation and organization of events to raise awareness of the project and dissemination of the results obtained. To achieve this, a series of focused communication and awareness actions will be designed under an umbrella campaign although with different objectives and formats depending on the target group to be addressed in order to be more effective, but taking advantage of the possibilities offered by digital technologies. This could take a variety of forms, such as press releases, specific blog posts, short meetings, online brochures, tool best practice snapshots, videos including individual stories on the use of specific tools or video scripts, among others.
